The Illinois Department of Commerce and Economic Development will invest $500,000 in the Chicago-based ARCH Development Partners, a venture capital fund. The money will be invested in Akoya Inc., a software firm with offices in Peoria and Northfield, which plans to expand its payroll from 15 employees to about 70 by the end of next year.
